Founded in 2002, FACT now has 5 partners and 9 employees, all of whom are based out of our Times Square office at 1501 Broadway. The five partners (see individual bios below) each bring decades of actuarial consulting experience from other well know actuarial and accounting firms. This experience has cultivated a vast network of professionals (actuaries, accountants, lawyers, investment advisors, plan administrators, vendor representatives, etc.) serving the multiemployer world, as well as the pension and welfare fund office administrators who are keeping the multiemployer world going strong.
Jason Ahl, FCA, MAAA, EA
Jason joined FACT in 2005 after having spent more than 10 years as an actuarial consultant with Watson Wyatt Worldwide. He is a consulting actuary with over 20 years of experience in consulting on issues related to qualified and non-qualified pension plans, medical, dental, and life insurance plans. His extensive experience includes consulting on issues relating to the Affordable Care Act, plan design, financial projections, mergers and acquisitions, divestitures, early retirement windows, withdrawal liability, union negotiations, as well as ERISA funding, accounting under FAS 35, 87, 88, 106, 112, and 132, SOP 92-6 and SOP 01-2, international accounting under FRS 17 and IAS 19. Throughout his career, Jason has worked with a wide range of clients including multi-employer funds, public-sector funds, multi-national single-employer plans, and multi-employer plans. He has presented at educational seminars sponsored by the International Foundation of Employee Benefits Plans (IFEBP) and has served as a member of its Professionals Committee since 2013.
Mr. Ahl received a B.S. in Statistics from Cornell University. He is a Fellow of the Conference of Consulting Actuaries (FCA), a Member of the American Academy of Actuaries (MAAA), a member of the International Foundation of Employee Benefit Plans (IFEBP), and an Enrolled Actuary (EA) under ERISA.
Dewey A. Dennis, FCA, MAAA, EA
After developing and refining his skills in large actuarial consulting firms for 18 years, Dewey founded FACT in 2002. Dewey has vast experience assisting clients with the design, administration and funding of their benefit programs. His large firm experience along with his ability to now provide small firm attentiveness can be an asset to your Fund. Dewey’s responsibilities include direct client consulting and the management of a team dedicated to providing clients with a wide range of actuarial services. He has worked on a variety of pension and welfare plans including multi-employer funds, corporate plans, non-profit organization plans and governmental plans.
Mr. Dennis received a B.A. in Statistics and a B.A. in Business Economics from the State University of New York, College at Oneonta. He is a Fellow of the Conference of Consulting Actuaries (FCA), a Member of the American Academy of Actuaries (MAAA), and an Enrolled Actuary (EA) under ERISA. Dewey is also a member of the International Foundation of Employee Benefit Plans (IFEBP) .
Jay K. Egelberg, ASA, FCA, MAAA, EA
In May 2013 Mr. Egelberg became a consulting actuary in the Times Square office of FACT. Prior to joining FACT, he coordinated the development of another major firm’s national actuarial and consulting services to U.S. multiemployer funds. He has over 35 years of experience with retirement programs, helping clients address design, funding, compliance, administration, and communication issues. Since 1993, he has been focusing on multiemployer pension plans and has experience with funds of all sizes in a wide variety of industries including manufacturing, building and construction, entertainment, retail, and transportation. Mr. Egelberg is a frequent speaker at trustee- and professional-education conferences for actuaries and attorneys and is author on issues relating to funding under the Pension Protection Act of 2006, the Multiemployer Pension Reform Act of 2014, and withdrawal liability. He has until recently served as a contributing editor of the Journal of Pension Benefits for multiemployer issues. He has championed mentoring and training programs for actuarial students and had been a frequent speaker at the International Foundation of Employee Benefits Plans’ intern program. Mr. Egelberg just completed his second term as a member of the International Foundation’s Professionals Committee, and he is currently developing a multiemployer track as a member of the Pension Section of the Annual Meeting Committee of the Conference of Consulting Actuaries. He has been called upon to serve as an expert witness in matters relating to withdrawal liability, and recently completed an assignment as an investigative actuary for the Actuarial Board for Counseling and Discipline established by the American Academy of Actuaries. He is an associate of the Society of Actuaries, a fellow of the Conference of Consulting Actuaries, a member of the American Academy of Actuaries, and an enrolled actuary under ERISA. Mr. Egelberg holds a B.A. in music and physics from Queens College of the City University of New York.
William J. McKeon, Jr., ASA, FCA, MAAA, EA
In September 2014, Bill became a consulting actuary with FACT. He has over 30 years of experience with both single employer and multi-employer retirement programs, helping clients address design, funding, compliance, administration, and communication issues. His responsibilities include direct client consulting and research on technical issues, as well as being a source of information for other members of FACT. His specific areas of expertise include:
- Performance of actuarial valuations for plan funding purposes and preparation of government filings;
- Plan document amendment preparation and review;
- Cost impact calculations related to plan changes, benefit design and labor negotiations;
- Research regarding regulations from the IRS, DOL and Pension Benefit Guarantee Corporation (PBGC);
- Supervision and production of pension calculations and benefit statements;
- Post-retirement valuation work for medical benefits and life insurance plans
Bill was part of our team that recently prepared, and shepherded through governmental approval, a successful benefits-suspension application under the Multi-employer Pension Reform Act of 2014.
Bill is an Associate of the Society of Actuaries (ASA), a Fellow of the Conference of Consulting Actuaries (FCA), a Member of the American Academy of Actuaries (MAAA), and an enrolled actuary (EA) under ERISA. He holds a B.S. in mathematics from St. Thomas Aquinas College.
Paul B. Wroblewski, ASA, FCA, MAAA
Paul joined FACT in 2016. As a seasoned health and welfare (H&W) benefits actuary and underwriter, Paul throughout his career has regularly advised companies/plan sponsors on issues related to the design, pricing and financing of H&W benefit plans.
Paul has over thirty years of experience working with H&W benefit plans, of which the first six years were in MetLife’s group benefits department as an actuarial student and underwriter for all lines of coverage. Upon moving to a consultant role, Paul first joined Coopers & Lybrand (now PWC) and then spent the next 23 years at EY (Ernst & Young). As a consultant, Paul has assisted many types of clients ranging from 10 employees to tens of thousands with analyzing and managing their H&W benefit programs both from a human resources and finance/operations perspective, especially in light of the Affordable Care Act.
In addition to providing the standard array of H&W advisory and actuarial valuation services, Paul has two decades of experience consulting under many different types of merger and acquisition transactions in which he reviews and analyzes the H&W benefit plans of targeted entities during the due diligence process. This includes current state plan design/cost assessments, uncovering potential benefit-related liabilities, and identifying post-deal transition and/or integration issues.
Paul received his B.S. in Computer Science/Mathematics from Binghamton University. He is an Associate of the Society of Actuaries (ASA) in addition to being a Fellow of the Conference of Consulting Actuaries (FCA) and a Member of the American Academy of Actuaries (MAAA).
